  1.  Call to Order: The open meeting was called to order at 10:05am by Beth Langley – Chair.

3. Approve Minutes: Ron Reckrodt asked for a correction to March 11th, 2025, minutes.

  • 8.   Prioritized Needs to take to TAC: Consensus was agreed upon that the Putnam County

       Airport is our #1 priority to take to TAC for the unfunded needs list.

Ron Urton moved to approve of the Corrected Minutes; Ron Reckrodt seconded.  All in favor, minutes approved.

5.  New Business:

  1. Jeffrey Martin updated on Carroll County Amtrak station.
  2. 3 proposed sites for the new Amtrak terminal were turned down by Amtrak.
  3. Amtrak proposed 2 additional sites, both additional proposed sites do

not require a switch to be installed as part of the new terminal.

  1. Both Amtrak proposed sites will require a double-sided platform with ADA access.  ADA access will need to be 3 cars tall.
  2. Currently there is no update to the projected cost of the project.
  • Amanda George on the Unionville Municipal Airport Project.
  • Seeking approval to submit to the TAC.
  • Ron Reckrodt moved to approve; Ron Urton seconded.  All in favor, to submit to TAC.
  • Amanda George asked for liaison to the TAC.
  • Bud Motsinger was nominated for TAC liaison.
  • All in favor of Bud Motsinger as TAC liaison, none opposed.
  • Brad Scott provided update on the Roy Blunt Reservoir.
  • Currently removing trees and stumps from the dam construction site.
  • Construct could start as soon as late 2025, projected for Spring 2026.
  • 4 bridges should be finished by the fall of 2025.
  • Funding from “Multipurpose Water Resource Program Fund”
  • Department of Conservation plan for recreation amenities.
  • Bridges have bike/foot paths.
  • Amanda George inquired about future needs, none at this time.
  • Bud Motsinger stated that “Little Otter Creek” would have future needs for trails and foot paths. Lisa Colson asked about future planning meetings and adding Amanda George to future meetings.

7.   Unfunded Needs: Adam Wood updated the Multi-Modal committee.

  1. 4 items removed, none from our district.
  2. $4.69 million in funding remaining on the unfunded needs list.

8.   Next Meeting: The next Multi-Modal meeting will take place in fall/winter of 2025.
